Q       What is 16CFR 1633?                                                                            

A       Every mattress/mattress set intended to be presented for sale in the  U.S.  will have to pass the open flame test as detailed in the standards.  If a mattress set passes the open flame test, 2 other consecutive tests of the same set must also pass for the mattress to be qualified as a prototype for manufacture and sale.

 

Q       As a retail store, when am I required to start buying 1633 merchandise?

A       July 1, 2007  

 

Q       Are all bedding manufacturers required to follow this law?

A       It applies to all domestic and import manufacturers.

 

Q       Are all retail stores required to follow this law?

A       Retail stores are required to purchase beds that are compliant to the law and sell them appropriately as a single mattress or set.

 

Q       Will Dreamline Mfg. comply with all standards and testing on the July 1, 2007 deadline?

A       Absolutely 

 

Q       As a retail store could our store be inspected?

A       Yes, inspections will occur by the CPSC on the manufacturing and retail level.  Retailers must be familiar with the requirements of this law.

 

Q       As a retail store, could our store be fined if we are found to be non-compliant?  How much are the fines?

A       Yes, fines can be up to $8,000 per bed

 

Q       What about my existing inventory?  Can I still sell these beds after July 1, 2007?

A       Yes…the words to remember are “manufactured by July 1, 2007.”  If you have beds manufactured before July 1, 2007 with law labels to prove the date, they can be sold at any time.

 

Q       As a retailer, how should we promote this change?

A       Remember that you are on the front line of the communication to the consumer.  How you promote this change is your decision.  We at Dreamline are looking at this as an opportunity to sell added benefits and value and “peace of mind” for our families by manufacturing a safer bed.  We will focus on the positives.

 

Q       What makes the NEW beds different?  How does a bed comply to this NEW law?

A       A fire barrier directly under the fabric (ticking) of the piece and it will be sewn with fire retardant thread.  All beds must pass the open flame test as detailed in the standards and must be qualified for manufacture and sale.

 

Q       Does this apply to mattresses only…or does it apply to sets?

A       Both

 

Q       Will ALL beds manufactured after July 1, 2007 have these changes?

A       All mattresses and foundations including bunkies

 

Q       Will Dreamline have fewer beds in their line-up?

A       No

  

Q       How will the labels on beds change?

A       All mattress /mattress sets will require new labeling, separate from the familiar law label with the following information:

·        Name and address of manufacturer

·        Date of manufacture

·        Prototype designation

·        Model Identification

·        Lot number

·        Designation of whether the mattress may be sold alone, or as a set only.  If sold as a set, it must identify the foundation to be used.

 

Q       Will the build-up or quality of the Dreamline beds change?

A       The build-up only in the addition of the fire barrier material built into the mattress set, flame retardant thread.  Our quality will remain by following a stringent manufacturing procedure that must be followed to insure quality construction.  Added quality control to include raw materials, tracking of raw materials to each piece built, inspections, employee training and stringent record keeping practices.
